Makes it easier to manage state and could be useful in case i want to change caching strategy in the future

Makes it easier to manage state and could be useful in case i want to change caching strategy in the future
no real reason, just thought it made sense to be there instead
this also creates contacts related queries, original dal functions were
not removed as they are still used elsewhere
this also fully implements the contacts related queries, thus removing
dal
